Our outdated email setup has finally gone belly up, and the site is not successfully sending any emails at the moment, including activation emails.
I will not be able to work on this for a few hours, but I hope to get the issue resolved this evening.

So far, I have not been able to get this to work.
I know I'm close, and sometimes there is a delay in settings taking an effect.
I have to table the issues tonight, because I need to sleep

It could be a MyBB issue, older forum software can go belly up when the hosting service updates libraries.

The main issue was that the new SMTP server I am using prevents the use of any 'From' address that is not the address of the sending account. For email between members (which I was using to test), the forum software sets the From address to that of the sending user - not the address of the administrator. The forum software thought the messages were sent fine, but the server was discarding them.
I am sure I will run into the issue you mentioned at some point though - it's always something
